Bell Canada and Cisco have signed a memorandum of understanding to develop a sovereign artificial intelligence infrastructure offering for Canada, combining Bell's data centres, networks, and operations with Cisco's security, monitoring, and infrastructure management technology.

The stated aim is to let Canadian organizations deploy, secure, and manage AI systems within the country. The companies are targeting customers in government and regulated industries, where rules on where data is stored and who can reach it are strictest.

The work covers architectures for both training and inference workloads, with an emphasis on giving customers a choice about where critical systems and data are located and managed.

The agreement lands in the middle of a wider Canadian debate about what sovereignty in AI can realistically mean, given that a single response can cross several borders between infrastructure, model, and application. A memorandum of understanding is not a binding commitment, and no deployment timeline has been published.
